Strategic Planning and Performance Management


FY09-11 Treasury Strategic PlanDuring the course of my administration as General Treasurer, I have come to believe in the indispensability of plans and planning as tools to operate effectively and efficiently in government. Furthermore, I believe that measurement and accountability are necessary to ensure that these plans are not limited to paper exercises, but achieve real results for our State.

Accordingly my administration has embarked on Strategic Planning and Performance Management initiatives. Each year my staff will develop a concise plan for both internal and public distribution. At the end of each year, the plan will be assessed in relation to outcomes and environmental factors; we will grade our efforts appropriately, and invite the public to view our scorecard.

Here at Treasury we are fortunate to have a capable and dedicated workforce.  By utilizing Performance Management, my administration can optimize these personnel resources to improve existing processes and enact innovations.  Performance Management is a means of asking what we do, how we can do it better, and how we know when we’ve done so.

In conjunction with labor leaders, my administration has developed and implemented a novel system of 360º Employee Review that asks employees to set personal objectives to improve individual performance.  We have also devised a program of Employee Recognition that enables us to reward extraordinary achievements. 

We see these initiatives as crucial to improving operations during my term in office and beyond. Our efforts coincide with similar movements in government management at the federal level.
